Persistence paid off for the Kauai Police Department on Friday, 17 June 2016, as they recaptured 45-year-old Orlando Manguchei, who broke out of a Kapaa, Kauai transitional facility on 14 January 2015.

Police found the escaped felon and a female accomplice alongside a Dodge Ram pickup truck near the Alexander Dam off Puuwai Road. Police said Manguchei had a handgun in his possession at the time of his arrest. Police officers also found four dogs in the pickup truck. The dogs were allegedly taken from the Kauai Humane Society.

Police also arrested 47-year-old Michelle Chandler and charged her with hindering prosecution.

Opinion:  Perhaps, we ought to send this pair to Kahoolawe to help clean up unexploded ordnance left on the island when the U.S. Navy stopped using the place as a gunnery target.  If they survive a few weeks on the island without being blowing up, let them go. Sort of a “trial by combat” situation.  I suppose that would constitute “cruel and unusual punishment.”  Just a thought.
