Hawaii American Waste officials say their plant across the street from the beach experienced a “power disruption” that affected the chlorine pumps.  Approximately one-million gallons of treated “undisinfected” plant effluent were discharged into the ocean without the final step of chlorine treatment.  Hawaii American Waste officials believe the semi-treated effluent doesn’t present a health hazard, but health officials want people to stay out of the water as a safety measure.
